30 Groups Call on Biden Administration to Abandon ‘Disastrous’ Title IX Regulation

WASHINGTON / April 8, 2024 – The Washington Post recently reported that the U.S. Department of Education is again postponing its plan to issue a new Title IX regulation that would govern the participation of transgender athletes in women’s sports (1).

The Department of Education originally had promised to release the final Title IX sports regulation in October. “Folks close to Biden have made the political decision to not move on the athletics [regulation] pre-election,” the article reported. The proposed sports regulation would be a companion to a larger Title IX regulation that seeks to redefine sex to include “gender identity.”

Title IX is the federal law that was originally enacted to curb sex discrimination in schools. critics Ironically, the new Title IX regulation would worsen sex discrimination against men who have been falsely accused of sexual misconduct (2) and against women who participate in athletics. Last month, advocates for women’s sports met with Department of Education officials and criticized the proposed Title IX changes for its “disastrous legal effects.” (3)

Sixteen public opinion polls have revealed strong public opposition to the proposed Title IX changes (4).

The proposed Title IX changes have been challenged by federal lawmakers, attorneys general,   (5), and governors (6). Even presidential candidate Robert Kennedy Jr. has expressed his opposition to the participation of biological males in women’s sports (7).

The Title IX Network was established in 2022 to oppose the new Title IX regulation, and currently has 221 national, state, and local organizations from around the country (8).

In response to the most recent delay, the following 30 members of the Title IX Network issued statements calling on the Department of Education to abandon its unlawful, far-reaching, and dangerous plan to revamp the Title IX law:

  1. AFA Action: “The Biden Administration has an evil agenda that is using unsafe, unfair, and illegal rulemaking to hurt girls and women. But at least they are pausing this rule, primarily because they are afraid of the American voters and a Congressional Review Act challenge.”
  2. Alexander Hamilton Institute for the Study of Western Civilization: “The Washington Post’s account of what the Biden administration has in store for us should he get elected for a second term is a chilling assault, on not only the female sex but of morality in general.”
  3. American Association of Christian Schools: “The Biden Administration has played politics with its extreme Title IX rewrite, redefining the word ‘sex’ and putting women in danger. This new delay of the rule until after the election reveals a craven awareness that the American people have rejected its radical gender agenda.”
  4. American Association of Evangelicals: “The Biden Administration’s assault on Title IX is inhumane and anti-science engineering that harms women, men, families and nations.”
  5. American Life & Liberty PAC: “The American Life & Liberty PAC stands 100% against the current DOE policy proposals. They are the antithesis of protecting the rights of children, ensuring children do not face dangerous medical interventions, and protecting children from longstanding harm.”
  6. American Values: “The American people overwhelmingly oppose the Biden Administration’s efforts to allow male athletes to cheat our daughters out of their hopes and dreams. Outraged parents and grandparents will make their voices heard in November.”
  7. Americans for Limited Government: “Americans for Limited Government opposes Joe Biden’s Title IX regulation as it represents a dangerous and unconstitutional federal mandate on local school districts to sexualize children.”
  8. Association of Mature American Citizens and AMAC Action: “Every individual is worthy. But a small group of persons facing an identity crisis around gender should not eclipse the majority of women and girls who compete in sports as biological females.”
  9. Center for Equal Opportunity: “Delaying the release of the final Biden Title IX sports regulations is election-year politics that signals a desire to sidestep overwhelming public opposition to allowing transexual athletes’ participation in women’s sports.”
  10. Child Protection League: “The proposed rule turns Title IX on its head, erasing the safety, dignity, privacy, and opportunities of women and girls. It must be dumped.“
  11. Citizens for Renewing America: “The Biden administration continues to trample on the rights of women through its attempts to redefine biological reality.”
  12. Concerned Women for America LAC: “Delay means nothing when you are dealing with the lives of young women. Biden’s destructive changes to Title IX will mandate a new form of discrimination against female athletes.”

On March 19, 2024 the Ford Foundation, along with Global Philanthropy Project and the Institute of Development Studies, sponsored a parallel event to the 68th session of UN Commission on  the Status of Women conference in New York City. Titled “Financing a Gender Justice Infrastructure to Counter Anti-Gender Ideology and Anti-Rights Movements,” the event consisted of six presentations.

During the presentations, presenters and participants repeatedly stated, “I am full of rage” and “I’m raging.” Summaries of these presentations are shown below.

Argentinian President Milei’s Anti-Feminism Speech

Presenter: Angelika Arutyunova-

President Milei’s speech against feminism stirred considerable controversy within feminist circles. Many feminists argue that Milei’s rhetoric undermines decades of progress in gender equality and women’s rights. They view feminism not as a threat but as a crucial movement advocating for the rights and empowerment of women and marginalized genders.

Milei’s stance is seen as reflective of deeply ingrained patriarchal attitudes that seek to maintain traditional power structures and perpetuate gender-based discrimination. Feminists emphasize the importance of challenging such rhetoric and continuing to push for policies and social norms that promote gender equality and justice.

President Nayib Bukele’s Banishment of Gender Ideology

El Salvador president Bukele’s efforts to banish gender ideology in his country have sparked significant concern among feminists and LGBTQ+ rights advocates. They argue that Bukele’s actions not only erase the identities and experiences of LGBTQ+ individuals, but also perpetuate harmful stereotypes and discrimination. Feminists believe that gender ideology serves as a framework for understanding and addressing the complexities of gender, including issues of discrimination, violence, and social inequality.

By dismissing gender ideology, Bukele’s government risks exacerbating existing disparities and marginalizing already vulnerable communities. Feminists advocate for policies that recognize and affirm diverse gender identities and experiences, promoting inclusivity and equality for all individuals.

Collaboration between Feminists and Transsexuals

The discussion on collaboration between feminists and transsexuals underscored the importance of solidarity and mutual support within the broader gender justice movement. Feminists recognize the intersecting oppressions faced by transgender and gender non-conforming individuals and emphasize the need for inclusive activism that addresses the diverse needs and experiences of all gender minorities. Building alliances between feminists and transsexuals involves advocating for policies and initiatives that advance the rights and well-being of transgender individuals, including access to healthcare, legal recognition, and protection from discrimination.

Feminists aim to create spaces that are welcoming and affirming of all gender identities, fostering a sense of belonging and collective resistance against gender-based oppression.

Study on Anti-Gender Campaigns in Burkina Faso, Ghana, and Senegal

Executive Director – Initiative Sankofa d’Afrique de l’Ouest (ISDAO)

The presenter’s study sheds light on the detrimental impact of anti-gender campaigns in West Africa, highlighting the challenges faced by gender activists in combating misinformation and promoting gender equality. Feminists view these campaigns as a deliberate attempt to undermine progress towards gender justice by spreading fear and misinformation and reinforcing traditional gender norms. They emphasize the importance of countering such narratives with evidence-based education and advocacy efforts that challenge stereotypes and promote gender equality as a fundamental human right.

Feminists work to amplify the voices of local activists and communities affected by anti-gender campaigns, supporting grassroots initiatives that empower individuals to challenge harmful ideologies and advocate for gender-inclusive policies and practices.

Role of Technology in Gender Activism

The discussion on the role of technology highlighted both its potential as a tool for advancing gender equality and its pitfalls, including issues of harassment and the spread of misinformation. Feminists recognize the power of technology in amplifying marginalized voices, organizing grassroots movements, and raising awareness about gender-based issues. However, they also acknowledge the need to address digital harassment and online abuse, which disproportionately target women and gender minorities.

Feminists advocate for platforms and policies that promote online safety and combat cyberbullying, recognizing the interconnectedness of digital and offline forms of violence against women. They work to harness the transformative potential of technology while challenging its negative impacts on gender equality and women’s rights.

Considerations on Funding for UN Women and Advocacy Groups

Presenters: All above persons

The discussion surrounding potential cuts in funding for UN Women and related advocacy groups reflects broader shifts in philanthropic priorities and funding allocations. Feminists expressed concern about the implications of reduced funding for gender equality initiatives, particularly at a time when the COVID-19 pandemic has exacerbated existing gender disparities and heightened the need for targeted interventions. They emphasized the importance of sustained investment in organizations that work to advance gender equality, including UN Women, grassroots women’s groups, and feminist-led initiatives.

Feminists advocate for donor strategies that prioritize long-term sustainability, flexibility, and responsiveness to the evolving needs of women and gender minorities worldwide, ensuring that resources are directed towards effective, rights-based approaches to achieving gender justice.

During the two-hour event, there were no questions posed, only expressions of support for the topics under discussion and the prevailing atmosphere of anger.

As Donald Trump Calls for Abolition of Dept. of Education, Transgender Advocates Face Major Setbacks

WASHINGTON / March 20, 2024 – In his recent address to the National Religious Broadcasters’ International Christian Media convention, presumptive Republican presidential candidate Donald Trump announced his intention to dismantle the U.S. Department of Education. “We’re going to end the so-called Department of Education. We might have one desk, one person, just to make sure everyone is speaking English,” Trump announced during his keynote speech (1).

Much of the controversy stems from the Department of Education’s plan to issue a new policy that redefines sex to include “gender identity.” Such a change would give a boost to controversial initiatives to allow children to change their gender without parental permission (2).

Transgender advocates have seen a series of major setbacks in the past three weeks:

  1. Indiana Ban: On February 27, the 7th Circuit Court of Appeals issued a decision to allow Indiana’s SB 480 to go into effect. The law prohibits physicians from providing “Gender Affirming Medical Care” for minors (3).
  2. WPATH Files: On March 4, leaked files from the World Professional Association of Transgender Health (WPATH) revealed that the organization removed minimum-age requirements for children to start puberty blockers or undergoing sexual-modification surgeries, and members frequently discuss improvising treatments as they go along (4).
  3. Health Plan Coverage: On March 4, a federal judge in North Dakota ruled that the Christian Employers Alliance could not be mandated to offer health insurance coverage for gender transition treatments (5).
  4. Suicide Attempts: On March 11, a California study revealed that men who undergo a vaginoplasty procedure to become a transgender female experience an attempted suicide rate that is double their pre-procedure suicide attempt rate (6).
  5. NCAA Lawsuit: On March 14, the Independent Council on Women’s Sports filed a highly publicized lawsuit against the National Collegiate Athletics Association for allowing transgender athletes to compete against women and use female locker rooms (7).

To date, 22 states have banned gender transition treatments for minors (8): AL, AZ, AR, FL, GA, ID, IN, IA, KY, LA, MS, MT, NE, NC, ND, OH, OK, SD, TN, TX, UT, and WV.

In support of these developments, SAVE is inviting candidates for political office to sign the “Candidate Pledge to Protect Schools, Children, and Families from the Federal Title IX Plan.” The Pledge states,

When elected to office, I pledge to work to assure that:

  1. Schools and other organizations shall utilize the traditional binary definition of “sex.”
  2. Schools shall obtain prior consent from parents for any use of gender pronouns, or gender-dysphoria counseling or treatments.
  3. Parents shall have the right to examine and opt their children out of any school curricula dealing with sexuality and gender identity.
  4. Schools shall only allow biological females to participate in women’s sports, enter women’s locker rooms, and use women’s bathrooms.
  5. Schools shall adhere to Constitutional due process procedures to protect falsely accused males from Title IX complaints.
  6. Schools and other institutions shall fully uphold Constitutional free speech guarantees.

National Outrage Over Biden Title IX Plan

WASHINGTON / February 28, 2024 – America is witnessing a seismic shift in popular views about President Biden’s Title IX plan to expand the definition of sex to include “gender identity.” (1) Such a change would impose dramatic changes on women’s sports, gender transitioning, parental rights, free speech, due process, and more (2).

The following events took place during a five-day period in mid-February, revealing a historic shift in the national mood:

  1. February 13: St. Louis Park Schools in blue-state Minneapolis agreed to allow six Somali-American families to opt out of instruction that featured “LGBTQ-affirming” books (3).
  2. February 14: Florida Governor Ron DeSantis boldly announced, “The Biden Administration is plunging ahead with a radical re-write of Title IX, seeking to impose gender ideology on K-12 schools all across the country….In Florida, we will not abide by it.” (4)
  3. February 17: Democrat-turned-Independent presidential candidate Robert F. Kennedy Jr. announced, “I don’t think somebody who is born a biological male should be competing in consequential women’s sports.” (5)

The issue that has generated the strongest public reaction is women’s sports, which are now imperiled by policies that allow biological males to compete against women.

In early February, Collegiate Charter School in Massachusetts played a basketball game against the KIPP Academy. The KIPP team had a member who was a 6-foot tall, biological male who identified as female. During the first half of the game, the male injured three of the Collegiate players, depleting the team’s roster and forcing the coach to forfeit the competition (6).

The incident went viral on social media and sparked public outrage. Retired University of North Carolina coach Sylvia Hatchell charged, “I don’t care if you had an operation or took hormones or what. Having to play against a transgender is not fair and it’s not equal.” (7)

The Collegiate Charter School incident was not the first time that a female was injured under similar circumstances.

Last November, a field hockey player for Dighton-Rehoboth Regional High School in Massachusetts had her teeth knocked out and suffered facial injuries when a Swampscott High School male player who identifies as a female hit the ball directly at her face.

In North Carolina, volleyball player Payton NcNabb suffered head and neck injuries and a concussion after a transgender player spiked the ball at her.

After USA Boxing announced it was going to admit biological males to compete against biological women, attorney Jenna Ellis accused the organization of wanting to “get women killed.” (8)  Rep. Lauren Bobert (R-Colo.) denounced the scheme as “pathetic and disgusting.”

Numerous opinion polls show a strong majority of Americans opposes the Biden Gender Agenda (9). SAVE urges persons to submit testimony to the federal Office of Management and Budget to record their strong opposition to the new Title IX regulation.

Sounding the Alarm: Call for Americans to Oppose Biden Title IX Plan!

WASHINGTON / February 20, 2024 – A new poll of 1,600 persons reveals a majority of registered voters across the political spectrum now support state laws that would require children to wait until age 18 before they can receive transgender treatments: Republicans: 73%; Independents: 71%; and Democrats: 61%. (1)

The controversy came to light last week in New Hampshire where a new record was set in the girls’ high jump competition. Maelle Jacques succeeded in jumping 5’1”, breaking the previous female record by a full inch (2). But the athletic accomplishment was overshadowed by the fact that Jacques is a biological male who now identifies as transgender.

Similar reports have become commonplace for a range of concerns related to Title IX, the federal sex discrimination law: Due process for falsely accused male students (3), gender transitioning of underage minors (4), pronoun mandates (5), campus free speech (6), and more.

The uproar springs from a controversial 2022 Department of Education proposal to change the definition of sex to include “gender identity” (7). The Title IX plan has faced strong opposition across the country:

  • Numerous attorneys general and federal lawmakers issued statements of opposition (8).
  • 25 Republican governors called on the Biden administration to withdraw its proposed changes to Title IX. (9)
  • Nearly 60 political candidates signed a Pledge to “Protect Schools, Children, and Families from the Federal Title IX Plan” (10)

In addition, 23 states have banned gender transitioning among children (11), 10 states outlawed pronoun mandates (12), and 23 states enacted laws to protect women’s sports from transgender athletes (13).

On February 2, the Department of Education forwarded its controversial regulation to the federal Office for Management and Budget for final approval.

Public Opposition Mounts As Media Accounts Spotlight Transgender Tragedies

February 14, 2024 – Abandoned by her birth-mother at an early age, Jennifer Kolstad had experienced a variety of mental health problems. After she began to identify as a boy at age 13, her parents cautioned that she was too young to make such a life-altering decision. When her parents refused to approve gender-transitioning procedures, the Montana CPS forcibly removed her from the family home (1).

Most Americans favor laws that protect adult transgender persons from discriminatory policies in jobs and housing (2). But driven by federal policy (3), transgender “horror-stories” such as the Montana case are serving to bolster public opposition to these practices.

A 2021 Gallup poll found that 62% of Americans believed that transgender athletes should be allowed to play only on teams that matched their birth sex. When the same poll was repeated in 2023, the percentage of Americans supporting such bans had increased to 69%. (4)

Five other national surveys conducted in 2023 reveal consistent opposition to transgender policies:

Deseret News/HarrisX (5): 55% of respondents support banning gender hormone therapy on minors, and 61% want to prohibit surgical interventions to change a child’s sex.

Summit Ministries (6): 77% of voters believe that allowing males who identify as female to compete against biological women in college female sports has been harmful to women’s sports.

CRC Research and Parents Defending Education (7): 74% of registered voters believe that schools should not be allowed to help students change their gender identity without parental consent.

Scripps News/You Gov (8):

  • 54% of Americans support a federal ban on transgender females competing in school athletics.
  • 44% say they want “laws that would restrict and, or ban transgender care for minors, even with parents’ consent,” while 34% oppose such measures.

KFF/Washington Post (9):

  • 57% of American adults believe a person’s gender is based on their biological sex at birth.
  • 67% do not think that biological males should be allowed to compete in women’s sports competitions at the high school level.
  • 65% don’t believe that biological males should be allowed to compete in women’s athletics in college or professionally.
  • 77% of American adults believe it is inappropriate for teachers to discuss their transgender identities with students in kindergarten to third grade.

Since 2022, 15 national polls have been conducted on a variety of transgender-related issues, revealing a national consensus against so-called “gender affirming” policies for children and youth (10).  Lawmakers who support such policies are likely to face a negative response from voters during the upcoming November elections.

Public Opinion Polls Reveal Growing Public Opposition to Policies Driven by ‘Gender Agenda’

Fifteen national polls were conducted in 2022 and 2023 to gauge public opinion about a variety of Gender Agenda issues, including parental rights, women’s sports, classroom instruction, and gender transitioning among underage children and youth.

Two polls were conducted in January, 2024:

  • A poll of 1,600 registered voters revealed a majority of persons across the political spectrum now support state laws that would require children to wait until age 18 before they can receive transgender treatments: Republicans: 73%; Independents: 71%; and Democrats: 61%.
  • A NORC poll asked 1,624 adults to weigh in on whether trans athletes of both sexes should be permitted to participate in sports leagues that correspond to their preferred gender identity instead of their biological sex. Two-thirds of the respondents said it should be permitted “never” or “in rare cases.”

All of the polls were representative of the US population.

Exposing UN Women’s Anti-Male Bias: Reem Alsalem to Visit the UK

Reem Alsalem is a Jordanian international human rights advocate. Since August 2021 Alsalem has served as the United Nations Special Rapporteur on violence against women and girls, and is scheduled to visit the UK in early 2024. Alsalem was born in Egypt in 1976, and was educated at the American University in Cairo where she completed a master’s degree in International Relations in 2001. She subsequently graduated from Oxford in 2003 with a Masters degree in Human Rights Law.

In Womansgrid, Alsalem wrote: ‘Women and girls have a right to discuss any subject free of intimidation and threats of violence. This includes issues that are important to them, particularly if they relate to parts of their innate identity, and on which discrimination is prohibited. Holding and expressing views about the scope of rights in society based on sex and gender identity should not be delegitimised, trivialised, or dismissed.’

While most in the West would consider this to be self-evident, the UN Women’s social media posting tends to go in a different direction. Encouragement of women’s rights, activities, and achievements is frequently overshadowed by a thinly-veiled contempt for men. This puts high-minded ideas such as Alsalem’s in the shade of a controversy verging on provocation. It’s almost as if the ‘Special Rapporteur’ had no idea what was being done in her name from the UN’s marketing department.

Alsalem has also written: ‘In some cases, women politicians are sanctioned by their political parties, including through the threat of dismissal or actual dismissal’, an observation which could well be about Rosie Duffield of the UK Labour Party, who had been put under investigation for expressing such views.

Elsewhere, Alsalem has been dismissive of Parental Alienation (PA) as a psychological fact, obstreperous as it no doubt is to her wider mission, describing it as a ‘pseudo-concept.’ DAVIA has revealed,

“Ignoring the science, the UN Special Rapporteur submitted to the Human Rights Council a deeply flawed report, Custody, Violence Against Women and Violence against Children. The document refers to parental alienation as a ‘discredited and unscientific pseudo-concept,’ and recommends that countries should ‘legislate to prohibit the use of parental alienation or related pseudo concepts in family law cases.'”

We can point to numerous articles from John Barry, David Mottershead, Phil Mitchell, Mike Bell, and many more proving beyond doubt the veracity of the so-called ‘pseudo science’ of PA. But as is the way of current discourse, this evidence is dismissed at best, and attacked as biased at worst. The Parental Alienation Study Group said of the Alsalem report: ‘The Special Rapporteur literally had the resources of the whole world available to her to produce a solid report that represents the best of qualitative and quantitative research practices. The Report failed to accomplish that goal, and is deeply flawed.’

Everyone seems to have some skin in the game, and social media rewards entrenched binary positions, making it almost impossible to present mature, adult resolutions. Add to this the unlimited resources provided by VAWG (Violence Against Women and Girls) organisations and by the UN to continually drip their one-way – male-to-female – abuse narratives, and it is left to exasperated voices on Twitter to call out the relentless propaganda. The toxic bias is becoming easier and easier to spot, rewarded as it is by likes and reshares, all apparently without consequence.

In the UK, the case of Sally Challen brought out power-feminists in campaigning for the recently conceptualised ‘Coercive Control’ to become law. Challen had been given life for murder of her husband — reduced to manslaughter following this campaigning — due to his alleged coercive control being seen as a reasonable excuse for his wife’s hammer attack. The couple’s son David, who had turned to campaigning in support of his mother, has since become a media voice for the relentless promotion of coercive control as law.

As is often the case with unintended consequences, coercive control in law has established allegations of domestic abuse as 50/50 at best, going to majority female-incited when coercive control and psychological abuse is taken into account. This view is clearly unacceptable to the power-feminist’s VAWG monopoly.

The victimhood industry — along with the Andrew Malkinson Effect on the False Allegations Industry — continues to tank in terms of the public support and credibility it once enjoyed. Reem Alsalem continuing to freeze out dissenting voices to the biased VAWG narrative, permanently churned out by UN Women for the consumption by the catastrophically impressionable, needs itself to be called out.

Whereas, the United Nation’s Universal Declaration of Human Rights affirms the “dignity and worth of the human person” and the “equal rights of men and women.”[2]

Whereas, the United Nations has been strongly criticized for ignoring the mass rapes of Israeli women on October 7, 2023.[3]

Whereas, the United Nations is a strong advocate of transgender ideology, which serves to violate the dignity and worth of women.[4]

Whereas, the United Nations has yet to acknowledge the global problem of female abusers or the existence of male victims.[5]

Whereas, the United Nations seeks to weaken the family by promoting controversial comprehensive sexuality education, diminishing parental authority, and seeking to redefine the very concept of “family.”[6]

Whereas, numerous countries have expressed dissatisfaction with the use of pressure tactics to approve controversial UN resolutions.[7]

Whereas, S. 3428 recently was introduced in Congress calling for the United States to disengage from the United Nations.[8]

Whereas, Israeli ambassador Gilad Erdan recently called for the defunding of key UN agencies.[9]

Therefore, the undersigned persons and groups call for nations and donor organizations to suspend their funding of the United Nations until all UN agencies fulfill their pledge to respect the “dignity and worth” of all persons and assure the “equal rights of men and women.”

Arrogant and Corrupt: Presidential Candidates and Others Call for Abolition of U.S. Department of Education

WASHINGTON / November 13, 2023 – Based on revelations of wasteful and ideologically driven policies (1), three Republican presidential candidates are now calling for the abolition of the U.S. Department of Education:

  1. Ron DeSantis: In response to the question, Are you in favor of eliminating any agencies: “We would do education, commerce, energy, and the IRS….With the Department of Education, we reverse all the transgender sports stuff. Women’s sports should be protected.” (2)
  2. Vivek Ramaswamy: “I would shut down the U.S. Department of Education…Do I favor 6-year-olds being educated on sexuality and gender ideology? No, I don’t.” (3)
  3. Donald Trump: “We’re going to end education coming out of Washington, DC. We’re going to close it up – all those buildings all over the place and people that in many cases hate our children. We’re going to send it all back to the states.” (4)

Earlier this year, Rep. Thomas Massie of Kentucky introduced H.R. 899 that states simply, “The Department of Education shall terminate on December 31, 2023.” (5)

In addition, 55 state lawmakers are now calling to abolish the Department of Education (6).

In September, 59 organizations signed a letter calling for the resignation of Office for Civil Rights director Catherine Lhamon for repeated violations of the U.S. Constitution: Article 1 regarding the legislative powers of Congress, the First Amendment, and the Fourteenth Amendment (7).

During the past month alone, SAVE has identified two instances of serious misconduct by DOE officials:

  1. In 2021 the Department of Education issued a Title IX regulation that disregarded the Administrative Procedure Act requirements for public review and comment (8).
  2. An attorney representing the Department of Education repeatedly made false statements to federal judges in a hearing about its 2021 Title IX regulation (9).

The Department of Education Office for Civil Rights also is seeking to overturn a milestone Supreme Court decision, Davis v. Monroe, which defined “sexual harassment” as actions that are pervasive, severe, and objectively offensive (10). Now, the DOE is attempting to expand the definition of sexual harassment as to dramatically infringe upon free speech rights.

The Heritage Foundation has developed a plan to implement the agency’s abolition. The plan calls for block grants to the states, transfer of selected functions to other federal departments, and a discontinuation of the remaining functions (11).
